Currently, it has an optical fibre cable network of over 6.83 lakh kilometre. In addition, the Union Minister Ashwini Vaishnaw also announced a revival package of Rs 1,64,156 crore for BSNL during the cabinet briefing today. The last approval for such revival package was given in the year 2019. Elements of the revival package includes: Advancement of services and its qualityDestress balance sheet of BSNLTo expand BSNL optical fibre networkFurthermore, the cabinet has decided to convert Rs 33,000 cr of statutory dues into equity. “BSNL will work as an executing arm of the government and ownership of assets will rest with the government. BBNL has a workforce of less than 200. The merger between Bharat Sanchar Nigam (BSNL) and Bharat Broadband Network (BBNL) for setting up the country’s largest optic fiber cable (OFC) network is close to finalisation with the companies finalising swap ratio and valuation of assets and liabilities. Top sources from the government told BusinessLine that Deloitte has been tasked to work out the procedural and operational modalities with regards to the merger that the government hopes will create a company that will further the government’s mega digital outreach programme under BharatNet.

The great revival

“The valuation report to determine the swap ratio and valuation of assets and liabilities is underway and will be submitted by November 25 to BSNL, and the draft scheme of merger along with Board report by December 18. This has to be undertaken by Deloitte,” the source said.The Cabinet in its meeting held on July 27 had considered and approved the proposals of Department of Telecommunications (DoT) for “Revival of BSNL and merger of BBNL with BSNL”, according to which BSNL will be responsible for targets by government for fiber services in all villages.An agreement was to be signed between Universal Service Obligation Fund (USOF) and BSNL on construction, operations and maintenance (O&M), utilisation of the BharatNet network, payment terms and conditions, etc.

ITS officers join BSNL

According to sources, several meetings have been held between BSNL, BBNL and DoT since August, in which it was also decided that BBNL terminate deputation of 36 ITS (Indian Telecommunications Service) officers with BBNL and they join BSNL. “BBNL relieved 35 ITS officers on September 30 from its strength; all 35 ITS officers joined BSNL on October 1. Also, to expedite the process of merger in time bound manner a Committee has been constituted and to closely watch and monitor the progress and to supplement Transaction Adviser’s (Deloitte) efforts, it was decided that committee shall have meetings on every Wednesday,” said another source. The information/ details pertaining to various verticals has been provided to Transaction Adviser well in time to facilitate completion of merger process. In the last meeting with Transaction Adviser, it was deliberated that they will submit the first draft scheme by November 25, the source added.

Dream project

BharatNet project is a dream project of Prime Minister Narendra Modi since his government took charge in 2014. In his Independence Day speech in 2020, he also mentioned that in the next 1,000 days, every village in India would get optical fiber Internet.And, in this year’s Budget, Finance Minister Nirmala Sitharaman also announced that BharatNet broadband will be ready by 2025, adding that BharatNet contracts for laying optical fiber will be awarded through public-private partnership (PPP).As per the latest update (Wednesday) on its website, BBNL has laid 6,03,571 km of OFC that include 1,94,781 gram panchayats where 1,86,495 of equipment have been installed and connected. The Union Cabinet on Wednesday approved Rs 1,64,000-crore revival package for loss-making state-run telecom operator Bharat Sanchar Nigam Limited (BSNL). Consequently, the Cabinet also approved the merger of BSNL and BBNL (Bharat Broadband Network Limited).

Addressing a Cabinet briefing in New Delhi, Telecom Minister Ashwini Vaishnaw said the package will have three main elements - it will aim at improving the quality of BSNL services, it will be used to destress the balance sheet, and will attempt to to expand the company's fibre reach.

He also said that the government will make administrative allocation of spectrum to BSNL to help it expand 4G services.

To destress the balance sheet, the government is approving a sovereign guarantee bond issuance for BSNL to repay bank loans, the minister said. Rs 33,000 crore of statutory dues to be converted into equity, he added.

"Revival measures approved by the Cabinet focus on infusing fresh capital for upgrading BSNL services, allocating spectrum, de-stressing its balance sheet, and augmenting its fiber network by merging BBNL with BSNL," the Telecom Ministry said in a statement.

Here are the revival plans approved by the Cabinet:

 A. Upgrading BSNL services:

1. Administrative allotment of Spectrum: To improve existing services and provide 4G services, BSNL will be allotted Spectrum in 900/1800 MHz band administratively at the cost of Rs 44,993 Cr through equity infusion. With this spectrum, BSNL will be able to compete in the market and provide high speed data using their vast network including in rural areas.

2. Financial support for capex: To promote indigenous technology development, BSNL is in process of deploying Atmanirbhar 4G technology stack. To meet the projected capital expenditure for next 4 years, Government will fund capex of Rs 22,471 Cr. This will be a significant boost to development and deployment of Atmanirbhar 4G stack.

3. Viability gap funding for rural wireline operations: Despite the commercial non-viability, BSNL has been providing wireline services in rural/remote areas to meet the social objectives of the Government. Government will provide Rs 13,789 Cr to BSNL as viability gap funding for commercially unviable rural wire-line operations done during 2014-15 to 2019-20.

4. Increase in authorized capital: The authorized capital of BSNL will be increased from Rs 40,000 Cr to Rs 1,50,000 Cr in lieu of AGR dues, provision of capex and allotment of spectrum.

 B. De-stressing BSNL balance sheet:

5. Debt structuring: Government will provide sovereign guarantee to these PSUs for raising long term loan. They will be able to raise long term bonds for an amount of Rs 40,399 Cr. This will help restructuring existing debt and de-stressing the balance sheets.

6. Financial support for AGR dues: To further improve the balance sheet, AGR dues of BSNL amounting to Rs 33,404 Cr will be settled by conversion into equity. Government will provide funds to BSNL for settling the AGR/GST dues.

7. Re-issue of preference shares: BSNL will re-issue preference share of Rs 7,500 Cr to the Government.

 

With these measures, BSNL will be able to improve the quality of existing services, roll out 4G services and become financially viable. It is expected that with the implementation of this revival plan, BSNL will turn-around and earn profit in FY 2026-27, the ministry added.

As for the merger, BSNL already has a network of over 6.8 lakh kilometer of optical fibre cable (OFC) network.

With the proposed merger, BSNL will get 5.67 lakh kilometer of optical fibre which has been laid across 1.85 lakh village panchayats in the country using Universal Service Obligation Fund (USOF).

Special purpose vehicle (SPV) BBNL was formed in February 2012, to lay out optical fibre network across 2.5 lakh village panchayats across the country using USOF and provide access to all telecom operators on a non-discriminatory basis.

(representative)New Delhi: The Narendra Modi cabinet on Friday has approved Rs 1.39 lakh crore for the BharatNet Project, its biggest rural telecom project to enhance the country's rural internet connectivity.Ministry sources said the project, after multiple delays, is finally on track, and will have significant impact on the implementation of public services in the health and education sectors. One of the main changes the government has made is that it has decided to use village level entrepreneurs (VLE) who it calls Udyamis to take the fibre connections to households on a 50:50 revenue-sharing basis. This is similar to private telecom companies such as Airtel, Vodafone, and Jio, which use local cable operators to provide fixed broadband services to households.Ministry sources said around 1.94 lakh villages have been connected at present and rest of the villages are expected to be connected in the next 2.5 years. The government is looking at connecting 6,40,000 villages over the next 2.5 years by providing last-mile optical fibre-based connectivity to homes in all the villages of the country. The role of village-level entrepreneurs will be critical in providing connectivity and maintenance of these connections, officials said, adding that while as of now 3,51,000 fibre connections have been given using the new BharatNet Udyami project, and the project could give jobs to over 2.5 lakh udhyamis."We had worked out many models in the past, and we have had our learnings. Now this model will work. For that, we have done a pilot project in four districts and then expanded to 60,000 villages, and we have case studies to prove how this can be a game changer, not just with livelihoods but also with better services. The model now is to take fibre to the home with the help of a local entrepreneur," a top ministry official said. Around 4,000 entrepreneurs were involved in the pilot project that was carried out for 60,000 villages that provided 3.51 lakh broadband connections.BharatNet is one of the biggest rural telecom projects in the world, implemented in a phased manner to all 2.5 lakh gram panchayats (GPs) in the country for last-mile broadband connectivity. The project, first approved by the Cabinet in 2011, is being executed by Bharat Broadband Network (BBNL), which was merged into BSNL in July last year. In 2017, phase-II was approved. The funding for the project in both phases has been over Rs 42,068 crore. According to ministry officials, average data consumption per household has been recorded to the tune of 175 GB per month, and the monthly home broadband plan price starts from Rs 399, giving 30 Mbps unlimited data, combined with OTT offerings and goes up to Rs 799 with a minimum speed of 30mbps.The project is being rolled out on 50 per cent revenue share between BBNL and VLE and there are 37 lakh route kilometres (rkm) of optical fibre cable (OFC) laid in the country, out of which BBNL has laid 7.7 lakh rkm OFC, the official added.PromotedListen to the latest songs, only on JioSaavn.comIn the last decade, the speed of BharatNet, seen as India's flagship rural internet connectivity scheme, has slowed down due to many factors. In August 2021, Prime Minister Narendra Modi had expanded the scope of the project when he announced that BharatNet would aim to connect all 6 lakh villages, instead of just the 2.5 lakh gram panchayats. In 2021, the cabinet allocated another Rs 19,041 crore to implement the last-mile connectivity under a PPP model, but that did not find many takers.Officials said many meetings have been held since then to modernise the BharatNet project, and its execution strategy has been changed, and Village Level Entrepreneurs have been roped in. Officials explained that the cost for taking the infrastructure to the home will be borne by the government, while the rural entrepreneurs will only need to be involved in maintenance and operations of home connections but also look into complaints from people, and health of the fibre. BHARATNET TARIFF  A.   TARIFF FOR BHARTANET BANDWIDTH FROM BLOCK TO GRAM PANCHAYATS: 1.   Asymmetric Bandwidth (Upload bandwidth is half of the download bandwidth):   S No. Bandwidth  (Asymmetric)(Mbps) Tariff per annum (Rs) 1 Upto 10 Rs 600 per Mbps 2 10 6,000 3 100 32,000 4 200 57,000 5 300 79,000 6 400 98,000 7 500 1,14,000 8 1000 1,67,000   2. Symmetric Bandwidth (equal download bandwidth and upload bandwidth):   S No. Bandwidth  (Symmetric) (Mbps) Tariff per annum (Rs) 1 Upto 10 Rs 800 per Mbps 2 10 8,000 3. 100 42,000   3.   Tariff for any intermediate bandwidth is to be calculated on pro-rata basis by considering the difference between upper and lower bandwidth listed in the tables above and the difference of price. For example, tariff for 150 Mbps asymmetric bandwidth will be calculated as follows: Tariff for 150 Mbps =   Tariff for 100 Mbps +   Tariff difference between 200 Mbps & 100 Mbps X (150-100) / (200-100)   4.   Additional discount for bulk bandwidth is as follows: ·     For bandwidth requested in 1000 to 5000 GPs as a single application       :    5% ·     For bandwidth requested in 5000 to 10000 GPs as a single application     :  10% ·     For bandwidth requested in 10000 to 25000 GPs as a single application   :  20% ·     For bandwidth requested in more than 25000 GPs as a single application : 25%   5.   Port Charges: The port charges at ONT & OLT are waived off. 6.   Bulk Discount: If a service provider applies for bandwidth requirement of multiple GPs parented to a single OLT location, for example 10 Mbps asymmetric BharatNet Bandwidth in 10 Gram Panchayats each which are connected to one OLT, then total requirement will be considered as a single requirement of 100 Mbps for the purpose of tariff i.e. applicable tariff would be Rs 32,000/- and not 10 separate requirements of 10 Mbps each i.e. 10x Rs6,000/_.. 7.   Lock-in period: The minimum period of bandwidth lease is three month. B.   TARIFF FOR BHARTANET DARK FIBRE ON BBNL’S OFC (Incremental cable)  a).   Leasing of Dark Fiber @Rs. 3000 per fiber per KM per annum in BharatNet Phase-I. b). Leasing of Dark Fiber @Rs. 6000 per fiber per KM per annum in BharatNet Phase-II.   8.   Minimum Period of Fibre Lease: The minimum period of fiber lease is six month. C.  The validity of BharatNet tariff shall be applicable till further orders.       Tariff for Satellite Based on Services under BharatNet.  A.   Tariff for individual customers through Wi-Fi and Enterprises Institutions (End Users) (Excluding taxes)   S No. Data Volume in Gb Per Month with LL Enterprises Institution (End users) in Rs. Only passive connectivity shall be permitted at the GP location.     ** The LMC providers will bring their own ILL at the earth station or lease TSPs such as BSNL etc. The approval is subject to BBNL obtaining necessary approvals of space segment leasing.

Bharat Broadband Network Limited (BBNL) is a Special Purpose Vehicle (SPV), set up by the Government of India under the Administrative Ministry of Communication & IT, Department of Telecommunications for the establishment, management and operation of National Optical Fibre Network (NOFN).

BBNL has been incorporated on 25-02-2012 as a Public Sector Undertaking (PSU) / Company under the Companies Act, 1956 having Corporate Identity No: U64100DL2012GOI232070.

The company has been granted a National Long Distance Operating (NLDO) license by DOT to w.e.f. 01.04.2013. BBNL has been granted ISP Category "A" License (All India) from DoT on 29th December 2014.
